Anna Payne Says She Supports Fair Public School Funding

Republican Rep. Joseph Hogan, running for re-election in House District 142, lists “great schools” as one of his three agenda items. In 2022, Hogan stated that a zip code “shouldn’t determine where and how a child is educated.” According to Philly Burbs, Rep. Hogan believes “we need to have an open and honest review of Pennsylvania’s entire tax structure to examine what is working, what is not, and how to encourage growth without failing to meet our obligations.”

While Rep. Hogan has not clearly stated an opinion on school funding, Republican legislators in Pennsylvania’s State House have largely supported school vouchers in recent years. 

Anna Payne is the Democratic candidate for House District 142. In a voter guide for the League of Women Voters, Payne stated, “If elected, I would urge my colleagues to support legislation that would require all public education funding to be filtered through the fair funding formula so that we may ensure that all children in Pennsylvania receive an equitable opportunity to succeed academically through our public school system, regardless of their parent’s level of income or the value of taxable property in their school districts.”

Payne said she also supports legislation that “would increase special education and early childhood program funding while assuring its fair distribution as well as expanding funding towards maintaining school facilities.”

Payne has earned the endorsement of the Neshaminy Federation of Teachers.
